The kid clearly did not have any weapons on him so the cop had no reason to shoot him multiple times. Although, the kid did grab the cops magazine, but what the hell was the kid going to do with the magazine and with what gun was he going to use if the cop had his own gun in his hand? But also to think about is that the kid could have grabbed something else off of his belt, but lucky enough he only grabbed the magazine, but it still got him being shot.
